Description
Summary:"The decentralization implemented by the 1991 Constitution in Colombia , has allowed the inhabitants of the municipalities and departments of the country, enjoy autonomy to choose their leaders , and to present projects seeking to be carried out in their region . But this has not been the only country in Latin America that has applied this concept as an example we have the case of ""active ridge "" lived in Chile where it was shown that the development impacts everyone in a region, so it is necessary between government and community decisions which program, project or plan are taken it is more convenient to carry out in order not to affect the territorial development or the population identity as their part"
