Summary: | This research was developed in four chapters: the first chapter will discuss the civil service in Colombia, generating a concept of it, from the origin of the state, will cover the topic of public employment, classification and different ways to provide it. In the second chapter we develop pertinent to the administrative career historical evolution and very briefly review the different international concepts thereof. In the third chapter will discuss the provisional within the civil service, the appointment of these employees, responsibilities and penalties on job stability has granted the Constitutional Court and the State Council, as well as its proper termination. Finally, in the fourth chapter deploy the constitutional principles that have interference with job stability, deepening the principle of contradiction, which we believe should be applied before issuing the act of withdrawal or annulment of the employees named in provisional , ending with an answer to the legal problem. |
