Estandarización de los pliegos de condiciones ¿solución efectiva al direccionamiento de la contratación estatal?

The present research seeks to establish the relevance of the standardization of the type specifications to all the contractual processes of the State, as was implemented in the Public Procurement Agency Colombia Compra Eficiente. since of document 3856- CONPES that contains the "Strategy for the Standardization of Projects 2016-2018", what target is improve the quality and efficiency of public investment and guarantee the principles of transparency and objective selection on the pre-contractual step of state recruitment, so it will be verified if this purpose is actually fulfilled through said tool or if, on the contrary, the state entities are left autonomy and no account is taken of their own or idiosyncratic factors of each spending computer.
