Description
Summary:With the process of microfocalization, the victims are prevented from being exposed to the repetition of multiple violations of their rights, but the state ignored the magnitude of the displaced population that is interested in being part of the reparation that raises the law 1448 of 2011. Although it is logical to carry out the process of microfocalization in an orderly manner and verifying the safety of the zones; this process goes against different legislations oriented in favor of the victims. While different security studies are carried out by Centro Integrado de Inteligencia para la Restitución de Tierras and later this information is sent to the Unidad de Restitución de Tierras; the victims do not have any alternatives, but to wait until different Agencies of the State articulate their responsibilities. In the meantime, they become victimized again but this time by the State, which does not safeguard their rights; not for lack of legislation, but for lack of planning in terms of the implementation of different laws.
