The term comes from the fact that both common citizens and pundits considered these to be extremely unlikely, that they were fast, and that they were large-scale. We argue, that the success of Bogotá and Medellín was the result of a set of institutional underpinnings basically related to the 1991 constitution; the opening of a window of opportunity for new political actors; and, as a result, the formation of a new government coalition and ‘governance formula’. Anti-particularism was a language related to political demands— linked organically with the pro-1991 constitution movement—which became effective |

En las dos primeras, dichas políticas se asociaron con un gran éxito. En otro lugar (Gutiérrez et al. 2009) hemos etiquetado estos procesos de transformación como "milagros urbanos/metropolitanos". El término proviene del hecho de que tanto los ciudadanos comunes como los expertos los consideraron extremadamente improbables, que fueron rápidos y que fueron a gran escala. Argumentamos que el éxito de Bogotá y Medellín fue el resultado de un conjunto de apuntalamientos institucionales relacionados básicamente con la constitución de 1991; la apertura de una ventana de oportunidad para nuevos actores políticos; y, como resultado, la formación de una nueva coalición de gobierno y una "fórmula de gobernabilidad".
