Los Pagos por servicios ecosistémicos (PSA) no valoran todos los servicios que los ecosistemas proveen y hay incentivos escasos a demandarlos dada su naturaleza de bienes públicos. Se requieren impuestos ambientales más altos que consideren que los cuerpos de agua tienen un nivel muy bajo de capacidad de resiliencia. |
