El Estado colombiano busca garantizar un bienestar económico y social entre los ciudadanos y que los recursos por aportes a la seguridad social y pensional sean debidamente administrados. El método para utilizar en esta monografía será una revisión bibliográfica, que permita tener una conceptualización general de los temas nombrados anteriormente, para así poder tener herramientas al momento de cumplir con las obligaciones que se tienen con el Estado en cuanto a los aportes al sistema de seguridad social y pensional y poder concluir si la entidad que los administra cumple o no con los principios constitucionales. ABSTRACT: This monograph presents a compilation of regulations regarding constitutional tax principles in Colombia and what are the stages of the sanctioning procedure, knowing when and for what the UGPP (Parafiscal Risk Management Unit) was created and its relationship with these principles. The Colombian State seeks to guarantee economic and social well-being among citizens and that resources for contributions to social security and pensions are properly administered. The method to be used in this monograph will be a bibliographic review, which will allow for a general conceptualization of the topics mentioned above, in order to have tools when complying with the obligations that the State has regarding contributions to the tax system. social security and pensions and being able to conclude whether or not the entity that administers them complies.
