Es por esto que, la corresponsabilidad juega un papel determinante en la consecución de dicho objetivo, tanto las instituciones de carácter nacional como los diferentes entes territoriales y las familias mismas, deben aportar en la aplicación del sistema, la atención y la recuperación de los jóvenes. Sin embargo, actualmente la articulación institucional tiene grandes falencias, por lo que cada uno de dichos actores se encarga de cumplir su parte y aplicar la normatividad vigente por separado, lo que ha desencadenado en una mayor carga para municipios como Medellín.
