The project uses tic as a component for improving and strengthening the basic learning devices (bld), which are the fundamental basis for knowledge acquisition and learning of every human being. Within the search for information there are not theorical references to develop the unified bld, for that reason the research group developed tools for data collection and evaluation.: proceso de enseñanza, desarrollo de destrezas, desarrollo de competencias, formación asistida por computador, métodos de enseñanza, enseñanza multimedia, ambiente educacional, adaptación social, educación especial.Los procesos educativos han ido evolucionando a nivel general, involucrando en su labor diaria las tecnologías. A esta tarea se ha unido la Sección de Educación Especial del Instituto Pedagógico Nacional, que, junto con el Área de Tecnología e Informática, ha desarrollado un proyecto que involucra el aporte de las tecnologías de la información y la comunicación (tic) en el proceso enseñanza-aprendizaje de los estudiantes con Necesidades Educativas Especiales Permanentes. El proyecto utiliza las tic como elemento para el mejoramiento y fortalecimiento de los dispositivos básicos de aprendizaje (dba), los cuales son la base fundamental para la adquisición de conocimientos y aprendizajes de todo ser humano.
