Due to this, construction activity reflects a representative increase, especially in housing for strata 4 and 5. Housing policies have become the economic engine of the country for different reasons, which is why it is very important to analyze their evolution in the municipality. The construction of housing entails from the generation of employment, reduction of multidimensional poverty and reduction of the quantitative housing deficit, to the increase of the dynamism of the same and other associated sectors, This is due to the fact that to build a house they practically mobilize all the industrial and artisan sectors that give economic life to a country that make this sector an extremely important economic multiplier (Dane, 2009). Ibagué is one of the capitals of the country that is experiencing economic, social and infrastructure growth that make it a perfect combination for making investments that in the long term will have a considerable appreciation. Among the potentials that this capital has, we find a strategic location, since it is in the center of the country and terrestrial connectivity with the Troncal del Occidente, the Troncal del Magdalena, the Double Calzada de Buenaventura and the Double Calzada a Bogotá; and now with the Free Trade Zone that is already in operation, there is a significant potential for the distribution of merchandise that leaves the country to the rest of the world (Procolombia, S.F). Likewise, the city of Ibagué is experiencing a Business Environment, since in addition to occupying the second position at the national level in the Doing Business ranking, Tolima has the disposition of local authorities for the reception of both national and foreign investment. for which it has made investment in road and housing infrastructure, has favored the increase in income and the improvement of the quality of life of its inhabitants, and has set as a goal the construction of an international airport and the start-up of the Ibagué free zone (Procolombia, SF).Desde hace unos años en la comuna 5 de Ibagué se viene consolidándose como un sub-centro de actividades múltiples en el municipio; fenómeno que está asociado a la aparición de espacios comerciales y de servicios complementarios formales e informales, que no contaron con la debida planificación, según lo reglamentado en el acuerdo 116 del 2000 y el 823 del 2014. Estas normativas plantean que, en usos del suelo residencial primario, del territorio equivalen al 59,87% del territorio, se permite el emplazamiento de sectores de comercio y servicios localizados en espacios arquitectónicamente diseñados para tal fin. De acuerdo a los índices máximos establecidos por la normativa municipal es de usos suelo residencial secundario que representan el 36,67% del área total de la comuna 5 (Alcaldía de Ibagué, 2012). Según el Dane (2009), el sector cuenta con una gran influencia de vivienda en altura, las cuales se constituyen en unidades de vivienda, definidos como un bien complejo que satisface un amplio conjunto de necesidades, al cual, le corresponde garantizar la protección y abrigo frente al medio físico y social, la separación y aislamiento para lograr la privacidad de la familia y cumplir con funciones básicas para la sobrevivencia y la perpetuación de la especie como la preparación y consumo de alimentos, el aseo personal, el reposo, la recreación, la procreación y la crianza. Debido a esto la actividad constructora refleja un aumento representativo especialmente en vivienda para los estratos 4 y 5. Las políticas de vivienda se han convertido en el motor económico del país por diferentes motivos, por ello es muy importante analizar su evolución en el municipio. La construcción de vivienda conlleva desde la generación de empleo, reducción de pobreza multidimensional y disminución del déficit cuantitativo de vivienda, hasta el aumento del dinamismo de la misma y otros sectores asociados, Esto se debe al hecho de que para construir una vivienda se movilizan prácticamente todos los sectores industriales y artesanos que dan vida económica a un país que hacen de este sector un multiplicador económico sumamente importante (Dane, 2009). Ibagué, es una de las capitales del país que está en un crecimiento económico, social e infraestructura que la hacen una combinación perfecta para realizar inversiones que a largo plazo tendrán una valorización bastante considerable. Entre los potenciales que tiene esta capital, encontramos una ubicación estratégica, ya que se encuentra en el centro de país y conectividad terrestres con la Troncal del Occidente, la Troncal del Magdalena, la Doble Calzada de Buenaventura y la Doble Calzada a Bogotá; y ahora con la Zona Franca que ya está en funcionamiento se vislumbra un potencial importante para la distribución de mercancías que salen del país al resto del mundo (Procolombia, S.F). Igualmente la ciudad de Ibagué, se vive un Entorno de Negocios, ya que Además de ocupar el segundo puesto a nivel nacional en el ranking Doing Business, el Tolima cuenta con la disposición de las autoridades locales para la recepción de inversión tanto nacional como extranjera motivo por el cual ha realizado inversión en infraestructura vial y habitacional, ha propendido por el aumento en el
