Todo esto, a partir de problemáticas y oportunidades identificadas en el Departamento frente a la escasez de infraestructuras e investigación y a la demanda piscícola que se está presentando en los últimos años en Colombia, posicionando al Huila como mayor productor, gracias a los embalses de Betania y del Quimbo, creados en el departamento.
