Summary:The Lebret’s mission of the National Center for Scientific Research in Paris gave a detailed study on Colombia’s development conditions in 1958 and provided a series of recommendations to accelerate development and social and economic equality in rural areas, among which was to make a change in the colonial structures of land tenure. This proposal was welcomed by the presidents Alberto Lleras Camargo and Carlos Lleras Restrepo with the enactment of several laws which had the commitment to do the task of a true comprehensive agrarian reform. The sabotage to the proposals of these governments, by elites and landowners, finished off with attempts of reforms that if would have been launched, would have made unnecessary the emergence of guerrilla groups from rural territories without land posessions, and always submitted, and the response of the paramilitary force that have devastated the country for more than 60 years and have turned the Colombian plundered peasants into military targets by guerrillas, paramilitaries and state agents. The destructive economic and social results for the rural territories and the country, indicate that it has arrived the time to apply the desired agrarian reforms postponed for decades.
