description El presente proyecto de investigación parte de la comprensión que la educación debe fomentar espacios de aprendizaje en múltiples entornos, y contribuir con el desarrollo social de las comunidades. Es así como evaluando los índices de cooperación de los actores de la triada Universidad-Empresa-Estado del Área Metropolitana de Bucaramanga para el fomento de la competitividad regional, se detectan dificultades como: reducidos lazos de confianza, poca sostenibilidad de las redes a través del tiempo, lenguajes dispares entre actores y reducida gestión de aprendizaje, entre otros. Es así, que bajo la propuesta teórica de la sociedad del conocimiento articulado con el aprendizaje (conectado, distribuido y a lo largo de la vida) y la mediación de la innovación; se propone el diseño de un modelo de red social, de aprendizaje e innovación, que promueva la cooperación entre actores Universidad-Empresa-Estado para fomentar la competitividad del Área Metropolitana de Bucaramanga. A partir de un diseño metodológico mixto (cuantitativo-cualitativo), utilizando entrevistas a los actores más relevantes de la región asociados al tema de la competitividad, encuestas a integrantes de redes regionales y caracterización de la dinámica de interacción utilizando Análisis de Redes Sociales; fue posible generar un modelo con estrategias específicas, estructuradas en componentes asociados a dimensiones propias del trabajo en red. La propuesta se encuentra constituida por cuatro elementos principales: Generales (marco de referencia), las componentes estructurales (desde lo teórico), las componentes integradores y las estrategias operativas (desde lo metodológico). La iniciativa aporta un desarrollo innovador en la búsqueda de pertinencia de escenarios de aprendizaje en la sociedad, proponiendo una red estructurada a la medida de la región y con acciones de alta pertinencia y coherencia con las necesidades y caracterización generada.

Es así, que bajo la propuesta teórica de la sociedad del conocimiento articulado con el aprendizaje (conectado, distribuido y a lo largo de la vida) y la mediación de la innovación; se propone el diseño de un modelo de red social, de aprendizaje e innovación, que promueva la cooperación entre actores Universidad-Empresa-Estado para fomentar la competitividad del Área Metropolitana de Bucaramanga. A partir de un diseño metodológico mixto (cuantitativo-cualitativo), utilizando entrevistas a los actores más relevantes de la región asociados al tema de la competitividad, encuestas a integrantes de redes regionales y caracterización de la dinámica de interacción utilizando Análisis de Redes Sociales; fue posible generar un modelo con estrategias específicas, estructuradas en componentes asociados a dimensiones propias del trabajo en red. La propuesta se encuentra constituida por cuatro elementos principales: Generales (marco de referencia), las componentes estructurales (desde lo teórico), las componentes integradores y las estrategias operativas (desde lo metodológico). La iniciativa aporta un desarrollo innovador en la búsqueda de pertinencia de escenarios de aprendizaje en la sociedad, proponiendo una red estructurada a la medida de la región y con acciones de alta pertinencia y coherencia con las necesidades y caracterización generada.This research work is part of the current perspective of education that offers new identities to learning when it is enriched by technological influence, wider social connections and innovation, and its relevance for the socio-economic development of a region. For this reason, counting on the fact that learning and innovation are the foundations of the new social and educational theories, the design of a social network model of learning and innovation that promotes cooperation among Universities, Corporations and the State is proposed to promote competitiveness in the Metropolitan Area of Bucaramanga. After evaluating the competitiveness indicators of this region and contrasting cooperation among Universities, Corporations and the State, the reduced number of strategies for generating learning and innovation are evident. Based upon a mixed methodological design (quantitative-qualitative), using interviews with the most relevant actors in the region linked to the issue of competitiveness, surveys to members of regional networks and the characterization of the dynamics of interaction through the analysis of social networks, it was possible to present a social network model with specific and well-defined strategies that will contribute to regional competitiveness generating learning and innovation. The proposal is made up of four main elements: General (frame of reference), structural components (from the theoretical), integrating components and operational strategies (from the methodological).
