It emphasizes the factors that cause fragmentation of the fabric of society and undermine the self-management processes.Este artículo pretende mostrar la complejidad de la situación de la población residente en el barrio Café Madrid de Bucaramanga, compuesta no sólo por desplazados que, después de catorce años aún viven en condiciones precarias, sino también por una comunidad receptora que, de igual forma, presenta aún índices preocupantes de pobreza e, incluso, se ha visto enfrentada a una nueva forma de marginalidad: la que resulta de sentirse excluida de los beneficios estatales obtenidos por aquellos que consideran invasores de su territorio y agentes de comportamientos indeseables.
