The partnership proposes an idea of horizontal development, different from the traditional schemes up-down, bottom-up adopted in Colombia.El principio de buen gobierno en Colombia fundamenta la estrategia de regionalización en el país. Esto se identifica en la expedición de la ley 1454 de 2011 y decreto-ley 019 de 2012. La fundamentación del principio de buen gobierno conlleva a la implementación de esquemas de asociatividad territorial, materializadas en contratos plan. Tal asociatividad propone un esquema de desarrollo horizontal, diferente a los esquemas tradicionales arriba-abajo, abajo-arriba adoptados en Colombia.Le principe de la bonne gouvernance en Colombie stratégie de régionalisation basée en Colombie. Ceci est identifié dans la promulgation de la loi 1454 de 2011 et le décret 019 de 2012. La base du principe de la bonne gouvernance conduit à la mise en oeuvre des régimes de partenariat territorial, énoncés dans le plan des contrats.
