description La Agencia de EE.UU. para el Desarrollo Internacional trabaja por mandato presidencial desde 1962 en Colombia, para “apoyar los esfuerzos del país hacer la transición desde un escenario de conflicto hacia una paz duradera”. Para alcanzar estos objetivos, la agencia se vale de implementadores (locales y de los EE.UU.) que reciben instrumentos de cooperación. Estos instrumentos están definidos en el marco legal de contratación del Gobierno de EE.UU., y se localizan en capítulos específicos dentro del Código de Regulaciones Federales. El nivel de conocimiento y/o interacción con el marco legal de contratación por parte de los implementadores locales es una de las causas por las cuales la “nacionalización” de las iniciativas de cooperación no ha alcanzado una mayor dinámica.

To achieve these objectives, the Agency uses both contractors and recipients (local and U.S. based) which are awarded cooperation instruments. These instruments are defined in the United States Government (USG) legal framework and are located in specific chapters within the Code of Federal regulations (CFR). The low level of knowledge and/or interaction with this Legal Framework from the local implementers of cooperation instruments is one of the causes for which the “nationalization” of the cooperation initiatives has not achieved a greater dynamic.
