ACTUACIONES URBANÍSTICAS EN EL ÁREA METROPOLITANA DE MADRID DURANTE LA DEMOCRACIA: PLANEAMIENTO Y VIVIENDA SOCIAL

El presente trabajo muestra las actuaciones urbanísticas más destacadas llevadas a caboen el Área Metropolitana de Madrid por la administración pública en una doble vertiente: el planeamiento urbanístico y las políticas de vivienda. Al poner en relación la legislación (Leyes del Suelo) que ha orientado las políticas territoriales durante la democracia y los sucesivos planes de vivienda, se han determinado los momentos cronológicos significativos en los que se evidencian cómo las políticas de vivienda han influido en el desarrollo urbano y territorial. Estas actuaciones urbanísticas se han clasificado según dos períodos:1979-1989 y 1989-2004. Las pertenecientes al primer período se orientan hacia una política de erradicación de infravivienda remodelación integral de barrios y "recuperaciónde la ciudad", mientras que en el segundo período se han fomentado las grandes operaciones urbanísticas en la periferia que conllevan la planificación de grandes infraestructuras viales, problemas de despoblamiento del centro urbano, congestión de tráfico y contaminación atmosférica.ABSTRACTThis paper shows the most important outstanding urban actions carried out in the Metropolitan Area of Madrid, by the public administration in both aspects: town planningand housing policy. When being interconnected the legislation of Land Use -which has been directing the territorial policy during democratic period-, and the successive housing plans, the main chronologic moments have been determined to show how housing policy has influenced the urban territorial development. The urban actions have been classified according to two periods: 1979-1989 y 1989-2004. The ones referring to the first period are directed towards a policy dealing with eradication of infra-housing and integral redevelopment of areas, while in the second period, great urban actions on the outskirts have been promoted. This has led to plan great vial infrastructure, along with intense decentralization of population. In this way, problems such as traffic jams and atmospheric contamination have also been solved.
