Summary:This study analyzes the implementation of a quality management system, in order to identify the key ele- ments that can be used to verify if this behaves as a model of change management and to examine its rela- tionship with the preservation of knowledge.The methodology is based on a review of documents for three different stages: before, during and after the implementation of the quality management system. It also includes a literature review, the application of polls and in-depth interviews.The investigation identified commonalities between the quality management system and change manage- ment models, elements that improve the management of public sector entities to generate ordered and stable organizational changes.
