Thus, the focus of the rights of vulnerable populations must be a perspective toguide action and intervention by public authorities through the various plans and programsof economic and social development.Este artículo pretende reflexionar sobre los costos de la paz y el posconflicto en Colombia y lapreocupación por la concreción o materialización real de los derechos humanos y la atencióna grupos marginados. Dicha materialización se realiza mediante la adopción de políticaspúblicas con perspectiva de derechos y con amplia participación de la sociedad civil; de estamanera, los derechos humanos se convierten en el referente y fin último para las políticaspúblicas en materia de posconflicto. Y estas, a su vez, en el instrumento o medio idóneo parasu realización.
