El edificio se desarrolla por medio de un recorrido que pretende generar en su recorrer sensaciones de este transito que inicia por el conflicto que representa el pasado y toda su violencia, una etapa de transición que representa el presente y las nuevas posibilidades ofrecidas por la cultura, y la superación que representa el futuro la esperanza por construir un municipio con nuevas oportunidades, cada una de estas etapas esta relacionada directamente con su programa y intenciones espaciales, apoyadas con guiones museográficos y culturales.
