Summary:	The present study is intended for answering and determining the possible causes that generate the loss of participation of the exports from the Permanent Free Zone of Rionegro in the totality Colombia's exports, through a research methodology based on a mixed approach, in other words, a qualitative and quantitative approach, that allow the interpretation of the information that has been obtained with a descriptive and comparative scope, in order to identify within the free zones Colombian the limitations or restrictions of the requirements established for users of the Permanent free zone of Rionegro, to also, propose guidelines of export free zones models with applicability at the permanent free zone of the Rionegro, furthermore to verify the scope and the fulfillment of the objectives drawn by the permanent free zone of Rionegro. Finally, concluding that the regulation of free zones is too demanding in terms of the requirements to be able to have quality of user, in addition that ZFP of Rionegro should analyze deeply the cases of ZF at Costa Rica, Uruguay and Brazil because they have a positive impact that generates for the economy of its country and its population excellent benefits such as direct employment, among others, and finally, it was determined that despite of the fulfillment of the objectives of the permanent free zone of Rionegro is not reached the limits established by the norm and also exports are not promoted efficiently.
