Summary:This investigation identifies the institutional or state mechanisms and obligations to the control of psychoactive substances that affect the young people, Colombian adolescents and children, especially those living in Medellin. For this purpose, jurisprudence and legal development of constitutional principles related to the protection of family as core of society are taken into account. First, there is a historical journey through the issue of drug use and the different positions that different authors have held on the subject. Then, the documents referring to the international guidelines of the supranational organizations such as the UN and the OAS are consulted and compared with the data that the historical journey shows Based on the foregoing, an analysis is made from the national perspective of the subject under study, both the rules and laws that are applied in this topic, the guiding Constitutional principles and the jurisprudence of the High Courts.
