Summary:This article presents a theoretical and documentary review of the literature on leadership as a competence, the relationship between leadership competence at the managerial level and the public sector; correspondence that little has been studied in Colombia and that consequently it is pertinent to describe its incidence in the dynamics of state organizations. The theoretical construct is presented as a product of the reviewed studies on contemporary theories on leadership for managerial positions and leadership as competence. Finally, the leadership in the Colombian public sector is problematized, proposing its limitations and opportunities
