Summary:	The paper aims to analyze the challenges of international cooperation as a framework for action in the fight against hunger from the perspective of the development of nutritional food security in the countries of Latin America, whose methodology was framed under the documentary bibliographic design. The results of the investigation reflect that States have the responsibility to provide education, health, social protection services to the population and protection of human rights such as the right to housing, health, education and food.2 Thus, the principles of human rights within International Cooperation correspond to accessibility, guaranteeing the rights of the poorest and most marginalized, since good governance contributes to bringing people together as agents of economic and social development.
