Summary:In Colombia it is a requirement from the government that high school students must graduate with the level B1 according to the Common European Framework of references for languages. However, this situation does not match the reality according to the results of the previous years of the “Pruebas Saber 11” the test applied to prove their levels, on the contrary these results show that 11th grade students are graduating with A1 level. This article presents an analysis of the institutional conditions of public schools of Cartagena to help students of 11th grade develop the communicative competence in English to obtain the B1 level. Through a qualitative ethnographic methodology, it was possible to find out that the institutional conditions in a public school of Cartagena, Colombia are inappropriate for 11th grade students to develop the level B1. The Ministry of National Education lay out objectives and ignore the reality of the logistic conditions and teacher’s pedagogical practices. This article concluded that the effect of these actions brings more prejudice than benefits.
