Summary:The text describes the figure of enabling requirements as a legal institution of a legal nature and developed by jurisprudence, which intends at first to select the most favorable offer and at secondly to issue an administrative act for the contract award to the proposer recommended by the evaluation committee of the entity that is seeking to meet a need, being a filter to verify the required capacities, so it will be analyzed how this figure can be detrimental to the principle of objective selection, since it is called to be a leading entity in the public procurement; to this end, it is necessary to carry out an analysis within the framework of the law and jurisprudence on the concept of enabling requirements and the principle of objective selection
