Pereira, 2010En el presente trabajo aborda el nuevo enfoque que se ha establecido internacionalmente en el sector público denominado Nueva Gestión Pública (NGP), en el cual se utiliza un sistema de indicadores e instrumentos que facilitan la evaluación del desempeño de las entidades territoriales con el propósito de realizar la medición de los resultados. Por medio de un análisis descriptivo del indicador sintético1 disponible y elaborado por el Departamento Nacional de Planeación (DNP) a partir del año 2000; la modelación 1 Capacidad de autofinanciamiento del funcionamiento; capacidad de endeudamiento; dependencia de las transferencias; generación e importancia de los recursos propios; magnitud de la deuda y capacidad de ahorro. econométrica las principales variables que componen la estructura fiscal municipal2 : así como de la elaboración los seis indicadores-base para el indicador sintético de los tres municipios que conforman el Área Metropolitana Centro Occidente AMCO para el año 2010, permitió conocer de manera aproximada el desempeño fiscal de las administraciones locales, durante el período 2000 – 2010 de las finanzas municipales, a través de dicha técnica. En efecto, se encontró que, de acuerdo al ranking que elabora el DNP, Pereira y La Virginia son los municipios que han venido perdiendo puestos durante el período; situación 2 Ingresos corrientes, ingresos tributarios, ingresos no tributarios, transferencias (SGP) y gastos corrientes 2 contraria ha tenido Dosquebradas, pues es el municipio que ocupa el primer lugar en el departamento y un destacado lugar a nivel nacional. Específicamente, Pereira ocupó el puesto 168 (2009); Dosquebradas el lugar 156 (2009) mientras que La Virginia se ubicó en el 310 (2009). De acuerdo a las modelaciones econometrías, se pudo observar que los ingresos tributarios, en relación con las transferencias, son más relevantes, pero aquellos dependes sustancialmente del comportamiento de la actividad económica como lo indica la variable PIB dentro del modelo. Es por ello que el área metropolitana deber realizar un mayor esfuerzo fiscal para hacer más dinámicos sus recaudos tributarios y recursos propios, pues se evidenció una dependencia fuerte de las transferencias de la nación para llevar a cabo su desempeño administrativo./Abstract: This paper addresses the new approach has been established in the public sector internationally referred New Public Management (NPM), which uses a system of indicators and instruments that facilitate the performance evaluation of local authorities in order to perform the measurement results.
