Se aporta una revisión de diversas fuentes documentales de laépoca, con el fin de identificar los principales aspectos políticos del procesode descentralización en el que se priorizó la infraestructura vial y los serviciospúblicos, como alcantarillado, acueductos y electrificadoras.
