Summary:This article is inserted in the 50th anniversary of the department of Risaralda,and it brings a revision of its first years of institutional life, tracking down thedescentralization proccess in which was prioritized road infraestructure andpublic services such as sewerage, aqueduct and hydroelectric power stations.However, it was an incomplete descentralization that was mediated by clientelistnetworks that benefited themselves from the creation of the department, thatconcentrated in the figure of parliamentary and ordinace aids all the weight ofthe municipal inversions.
