The article tries to demonstrate the construction of a methodological tool to diagnose and to evaluate the rural development from his application in the zone of influence of the Rio Otún, populated centers The Bella, The Apple tree and The Florida, and his relation with projects of the regional areaLa necesidad de revitalizar las zonas rurales del país, hace necesario el desarrollo de nuevas políticas y lineamientos incluyentes y estratégicos que permitan, a partir de la articulación regional, generar nuevos escenarios que fortalezcan la conservación del medio ambiente y la potencialización del paisaje a través de proyectos alternativos que vayan encaminados al mejoramiento de la calidad de vida de los ciudadanos.
