El trabajo gira en torno al diseño de un sistema de información articulado con la estrategia de Gobierno en Línea, que consiste en la innovación continua de servicios, la participación de los ciudadanos y la forma de gobernar mediante la transformación de las relaciones a través de la tecnología, Internet y nuevas formas de comunicación, para contribuir al mejoramiento y eficiencia en el uso de la información para mejorar las condiciones de competitividad del municipio, y establecer las características que deben tener los sistemas de información en la Secretaría de Desarrollo Económico y Competitividad. / Abstract: The municipality of Pereira does not have implementation of Law 1712/2014, which regulates the right to access public information, without reservations or limitations. The work revolves around the design of an information system articulated with the strategy of Online Government, which consists in the continuous innovation of services, the participation of the citizens and the way of governing through the transformation of the relations through the technology, Internet and new forms of communication, to contribute to the improvement and efficiency in the use of information to improve the conditions of competitiveness of the municipality, and to establish the characteristics that the information systems should have in the Secretariat of Economic Development and Competitiveness.Universidad Católica de Pereira.
