Facultad de Arquitectura y Diseño, Pereira, 2019El municipio de Dosquebradas se ubica en el departamento de Risaralda, cuya problemática más importante son las consecuencias que recaen en la cuenca Dosquebradas por el mal manejo el recurso, cuenca que es de gran importancia para el crecimiento del municipio, enfrentando un conflicto ambiental desarrollado a partir de los diferentes prestadores que gestionan el servicio de acueducto, la sociedad civil y las instituciones públicas manifestándose en una competencia entre la prestación de servicio público de agua potable, estatal-empresarial y el colectivo. La carencia de un sistema completo de acueducto municipal y la ausencia de la actuación de la entidad pública en la necesidad de atender las necesidades del agua en los habitantes permitieron desde principios del siglo XX la aparición de un modelo de gestión colectiva que permitiera abastecer del recurso a los habitantes que se encontraban en la zona periurbana del territorio, encargándose de la construcción y gestión de los acueductos mediante un sistema de cooperación con asociaciones de acueductos. El proceso de construcción y gestión colectiva estuvo acompañado por instituciones de orden nacional hasta la década de 1940 en el cual se produjo un conflicto entre las instituciones públicas y la sociedad civil en consecuencia a la falta de apoyo de la administración municipal a las asociaciones de acueductos comunitarios. ABSTRACT: The lack of a complete system of municipal aqueduct and the absence of the action of the public entity in the need to meet the needs of water in the inhabitants allowed from the beginning of the XX century the emergence of a collective management model that would allow to supply the resource to the inhabitants who were in the peri-urban zone of the territory, taking charge of the construction and management of the aqueducts through a system of cooperation with associations of aqueducts.
