Facultad de Arquitectura y Diseño, Pereira, 2019Para generar el concepto estructurante del trabajo de investigación, se inicia con una aproximación al Área Metropolitana Centro Occidente1, en donde se establecen los conceptos y se hace una sensibilización frente a las dinámicas ambientales del territorio. Mediante un análisis por sistemas de esta delimitación se identifica una mayor conciencia relacionada con el cuidado del medio ambiente, tanto de las instituciones como la comunidad para generar dinámicas de conservación ambiental, desde entidades públicas y privadas. Teniendo en cuenta el enfoque ambiental, se localiza la Eco Región Eje Cafetero2, una delimitación que establece el recurso hídrico como eje estructurante a partir de áreas protegidas con condiciones únicas, parques naturales y reservas privadas. Al utilizar el concepto de Eco Región, se destaca la importancia del medio ambiente como productor de bienes y servicios que satisfacen necesidad y generan equilibrios básicos para la vida. Sin embargo, a partir de un acercamiento a sus atributos, desde aspectos sociales, económicos, culturales y de infraestructura, se encuentran problemáticas relacionadas con el déficit de vivienda tanto en la zona rural como en la zona urbana, concentración de la población en la zona urbana debido al aumento de migraciones y, finalmente se evidencia que tanto la acción institucional como la acción social tienen miradas diferentes para la gestión del recurso hídrico. Mientras la primera se enfoca en el de abastecimiento de agua a la población mediante acueductos comunitarios, la segunda lo hace en la disminución de la contaminación, relacionada con los vertimientos, mediante la construcción de colectores. Desde este ángulo, se llega al municipio de Dosquebradas, el cual se reconoce como el municipio del Área Metropolitana con mayores problemáticas dirigidas al recurso hídrico, por lo tanto, se establece como área de estudio de la investigación. El municipio posee problemáticas de autoabastecimiento debido a la inexistencia de un sistema de 1 Ubicada en el departamento de Risaralda. Su núcleo principal es la Ciudad de Pereira, y sus municipios satélites son Dosquebradas y La Virginia. 2 Conjunto de 92 municipios correspondientes a 5 departamentos con fuertes relaciones ambientales, que interactuaran entre si a partir de sistemas hídricos y áreas protegidas. tratamiento de agua para la potabilización, viviendas con ubicación en zonas de riesgo por la urbanización acelerada, y usos del suelo existentes diferentes al propuesto.
