Pereira, 2014En el presente artículo se analizó uno de los principales fallos del mercado de la salud, específicamente, del sistema general de seguridad social en salud colombiano (SGSSS) referido al riesgo moral. El objetivo del estudio fue identificar la existencia del riesgo moral en el régimen contributivo del sistema, en sus manifestaciones ex ante y ex post. Se implementó el modelo de Gertler et al (1987; aplicado por Santa María et al., 2009), para realizar las estimaciones correspondientes. Se encontró que estar afiliado a un régimen en salud aumenta la probabilidad de consultar servicios de atención médica por motivos de prevención (riesgo moral ex ante). Además, contar con programas complementarios de salud, aumenta la probabilidad de consultar por prevención (las personas no dejan de prevenir enfermedades por el hecho de adquirir seguros médicos). Así mismo, pertenecer al SGSSS (régimen contributivo, por ejemplo) genera riesgo moral ex post de manera directa: el aseguramiento aumenta la probabilidad de elegir ir al médico o institución de servicios de salud. Cuando se pertenece al régimen contributivo aumenta la probabilidad de usar servicios de salud en 3.4% (siendo variable dependiente médico en función de la variable gasto en atención médica). Una señal de presencia de riesgo moral ex post, se relaciona con el valor a pagar por los servicios de atención médica: a menor valor a pagar, mayor probabilidad de acudir al médico o institución de servicios médicos./Abtract :This article analyzed one of the major flaws of the healthcare market, specifically, the general system of social security in the Colombian health (SHSS) referred to moral hazard. The aim of the study was to identify the existence of moral hazard in the contributory regime, in their ex ante and ex post manifestations. Model was implemented Gertler et al (1987; Applied by Santa Maria et al, 2009), for the corresponding estimates.
