Sin embargo, de acuerdo a lo que indican diferentes estudios y como lo muestra la ejecución y distribución de recursos de regalías en el territorio nacional, a la fecha no ha logrado cumplirse el objetivo pretendido con este sistema y continúa la distribución inequitativa de las regalías, lo que ha generado una inminente necesidad de diseñar mecanismos para lograr su efectividad.\Abstract: The allocation of royalty resources to the different regions of Colombia has been a subject discussed in recent years and to a greater extent since the issuance of Law 1530 of 2012 by which the General System of Royalties was created, motivated reform for the need to promote a better distribution of the resource to generate equity in the regions and reduce poverty rates.
