Facultad de Arquitectura y Diseño, Pereira, 2007La necesidad de alojamiento temporal, es un determinante de importancia crítica para la supervivencia, en las fases iniciales y posteriores de cualquier desastre. Más allá de la supervivencia, los alojamientos son necesarios para proveer seguridad personal y protección contra peligros y frente al clima, así como una mayor resistencia contra los problemas de salud y las enfermedades. Igualmente, para sostener la vida familiar y en comunidad dentro de lo que sea posible en circunstancias difíciles 1.En la ciudad de Pereira, el Organismo de Socorro encargado de proveer alojamiento a las personas damnificadas con la perdida de vivienda u otros medios de protección frente al clima, como consecuencia de fenómenos naturales de gran magnitud, es la Cruz Roja. La cual, ve superada su capacidad de reacción por falta de equipos especialmente diseñados para facilitar atención oportuna, en momentos inmediatamente posteriores al evento, durante el tiempo que se demore la elaboración del plan de acción específico para el manejo de la situación. Seguido de la ejecución de las acciones específicas, atribuidas en el plan a los ORGS, dejando a los damnificados a disposición de su suerte, a la espera de ayuda humanitaria. Es entonces, que los damnificados se ven en la obligación de refugiarse en tiendas improvisadas o cambuches, como se conocen popularmente, construidos con bolsas plásticas, madera y otros materiales extraídos de los mismos escombros, poniendo en riesgo su salud y engrosando las listas de morbilidad y mortalidad. En ocasiones, usan carpas para acampar, de su propiedad, las cuales ofrecen un cierto grado de facilidad en el armado y transporte, con calidad directamente proporcionales al precio.Para la gente, en el punto de la desesperación, cualquier tipo de alojamiento es apreciado. La ventaja de satisfacer las necesidades inmediatas, usualmente se sobrepone a las desventajas inherentes a las diferentes soluciones. No por ello, se debe obviar o ser ajeno a esta situación, y pensar que alguna solución encontrarán los damnificados.Es por ello, que se plantea el diseño de un alojamiento portátil, temporal, de fácil y rápido armado, que permita a los Organismos de Socorro disminuir los tiempos de atención, para proteger de la lluvia, el viento y el sol a las personas damnificadas, como consecuencia de fenómenos naturales de gran magnitud./ Abstract: The need for temporary shelter is a critically important determinant of survival in the early and late phases of any disaster.
