Pereira, 2013En el continuo avance hacia la prosperidad de las naciones, han surgido paralelamente las mayores dificultades en cuanto materia de desarrollo humano, los indicadores más alarmantes y las necesidades más complejas de suplir, contradictoriamente esta situación se mantiene en un mundo donde los recursos materiales e intelectuales están hoy más presentes para alcanzar un nivel de desarrollo humano esperado y digno para todos. Esto es uno de los temas que cada vez generan mayor compromiso e interés en las naciones y sus respectivas regiones, en el caso tanto de Colombia como el departamento de Risaralda se han realizado acompañamientos continuos del PNUD, la ONU, el DANE, el DNP, los ministerios y los múltiples estudios dependientes de las entidades territoriales, proyectos departamentales, planes de desarrollo y universidades que se citaran en el presente documento; teniendo en cuenta que del bienestar y el desarrollo humano no es recibido como se merece, si no se cumplen con el propósito de atender cientos de necesidades humanas de manera responsable y con gran esfuerzo profesional, seguramente la oportunidad más clara de atender las necesidades humanas a favor de un desarrollo equitativo y justo como esfuerzo mundial, es la posterior iniciativa a la Denominada declaración del Milenio. Con la coordinación de las Naciones Unidas, el Banco Mundial, el FMI y la OCDE, han nacido los 8 Objetivos de Desarrollo del Milenio, fue aprobada el 8 de septiembre del año 2000 por los 189 Estados miembros de las Naciones Unidas. En esa oportunidad, se identificaron objetivos que apuntan a la lucha contra la pobreza y el hambre, la reversión del deterioro ambiental, el mejoramiento de la educación y la salud, y la promoción de la igualdad entre los sexos, la paz, la seguridad y el desarme, los derechos humanos, la democracia y el buen gobierno y el fortalecimiento de las Naciones Unidas, entre otra larga lista de necesidades. 4 Los objetivos tienen un fuerte impacto en la visión integral derivada de los acuerdos suscritos en las cumbres mundiales de las Naciones Unidas celebradas en la década de 1990 y forman parte de la Declaración del Milenio, en estos quince años se esperan realizar avances trascendentales en materia de desarrollo, de este modo se fundan los esfuerzos de cada país para lograr alcanzar estos 8 objetivos, que están hoy más presentes en el entorno cotidiano. Colombia adoptó mediante el documento Conpes Social 91 del 14 de marzo de 2005 “Las metas y estrategias de Colombia para el logro de los Objetivos de Desarrollo del Milenio -2015”, presentando para cada uno de los objetivos, las metas particulares que el país espera alcanzar en el año 2015, así como las estrategias necesarias para implementar y fortalecer su consecución. Estas metas se establecieron, tomando como línea de base el año 1990 (conforme a lo planteado en la Declaración del Milenio)./Abstract : In the continuous move towards prosperity of nations, have also emerged as the most difficult human development, the most alarming indicators and meet more complex needs, ironically this situation remains in a world where material and intellectual resources are now more present to achieve expected level of human development and decent work for all. This is one of the issues that are generating greater commitment and interest in their respective nations and regions, for both Colombia Risaralda department have made continuous accompaniments UNDP, UN, DANE, DNP, multiple ministries and dependent studies of local authorities, departmental projects, development plans and universities to be cited in this paper, taking into account the welfare and human development is not received as it deserves, if not met the purpose of attending hundreds of human needs with responsible and professional effort, 5 probably the best chance of meeting human needs for equitable and just like global effort is the initiative back to the Named Millennium Declaration. Under the coordination of the United Nations, the World Bank, the IMF and the OECD, have born the 8 Millennium Development Goals, was adopted on 8 September 2000 by the 189 member states of the United Nations. At that time, we identified targets aimed at combating poverty and hunger, reverse environmental degradation, improving education and health, and the promotion of gender equality, peace, security and disarmament, human rights, democracy and good governance and the strengthening of the United Nations, among other long list of needs. The objectives have a strong impact on the holistic view of the agreements derived at the world summits of the United Nations held in the 1990s and are part of the Millennium Declaration, in the past fifteen years are expected to make major breakthroughs in the field of development, thus fusing the efforts of each country to achieve achieve these 8 goals, which are now more present in the everyday environment.
