This government entity along with the Craft Sector Board measures the impact of the competency certification process on the artisans’ competitiveness. Moreover, the article presents the contextualization of assessment in the certification process, the historical context of the weaving in Boyaca province, Colombia, and questions used for the characterization of the population.Este texto presenta la argumentación teórica para el diseño de un instrumento, denominado “encuesta- entrevista”, que buscó caracterizar: aspectos del oficio de la tejeduría, estrategias de competitividad y experiencia en el proceso de la certificación en competencias laborales de la población de artesanos tejedores de los municipios de Duitama y Sogamoso, Colombia, certificados en normas de competencia laboral, entre los años 2009 a 2012, por parte del Servicio Nacional del Aprendizaje SENA.
