Se analizaron aspectos como los factores sociales, agroclimáticos, económicos, infraestructura e incentivos y financiación. Se encontró que el Municipio cuenta con adecuada infraestructura vial y fluvial para la comercialización de insumos agrícolas y productos del caucho natural; que la Clase IV, subclase de la clasificación de suelos, presentan las mayores cualidades para el establecimiento de cultivos de caucho. Además a los incentivos y financiación nacional, el municipio cuenta con otros como el ICR complementario, crédito IFC, el respaldo financiero FOGACAS que respalda el 20% que no cubre el FAG nacional y el CIF que fue el que se eligió ya que es un reconocimiento directo en dinero (no reembolsable) que hace el gobierno para cubrir parte de los gastos de establecimiento y mantenimiento en que incurran quienes adelantan nuevas plantaciones forestales comerciales y que sean establecidas en un terreno de aptitud forestal con una o más especies forestales con fines comerciales; que corresponde al 75% de los costos de establecimiento y al 50% de los costos de mantenimiento del segundo al quinto año. En lo social, Puerto Carreño cuenta con poca cultura cauchera debido a la baja área sembrada y no hay una agremiación municipal. Sin embargo, este proyecto permitirá asociar a las familias campesinas en un plan de establecimiento de 100 hectáreas de caucho para la comercialización de caucho natural.Given the importance of the domestic industry’s rubber chain and the strategic location of Puerto Carreño Vichada, a study was conducted in order to analyze the current potential of the municipality in implementing rubber crops (Hevea brasiliensis). Aspects such as social, agro climatic, economic factors, infrastructure, incentives and financing, were analyzed. It was found that the municipality has adequate roads and rivers’ infrastructure for the commercial distribution of agricultural supplies and products of natural rubber; that Class IV, subclass of soil classification, show the greatest qualities for the establishment of rubber crops. In addition to the incentives and national funding, the municipality counts on other resources as the complementary ICR, IFC credit and FOGACAS financial support, maintaining the 20 % not covered by the national FAG and CIF. The last one, CIF, was chosen because it is a direct cash recognition (non-refundable ) made by the government to cover part of the establishing and maintaining costs in which might incurred those who invest in new commercial forestry plantations that would be established on suitable lands for forestry, with one or more tree species for commercial purposes; corresponding to 75% of establishment costs and 50% of the maintenance costs from the second to the fifth year. Socially, Puerto Carreño has little rubber crops culture due to few planted areas and that there are no municipal labor associations.
