The study adopted a humanistic,  critical perspective and applied qualitative design with emphasis in action research, Information gathering techniques were document analysis, in depth interviews, participative observation, diagnosis and surveys.Esta investigación tubo como objetivo generar lineamientos teóricos – metodológicos que orienten el desarrollo de un proyecto educativo para mejorar la calidad de la educación y promover el aprendizaje Organizacional, aplicando el enfoque estratégico de planificación. Partió de una concepción humanística- critica de la educación. La orientación metodológica que predomino fue cualitativa, con la modalidad de investigación-acción.
