So, the thoughts that support this content seek to do a balance in the context of the International Political System (IPS), essential realities that energy security in the world is facing and move the conceptual level and from there, to clarify what kind of relations should undertake States South Americans with the rest of the global community in order to decrease dependency and enhance its status as producing region, emphasizing to become possible leadership in alternative energy generation only if the integration of the Southern States is strengthened to take advantage in order to design a competitive politics for energy security for the world. |
