Se implementó una Investigación Acción Educativa en la que se analizan los datos a través de la teoría fundamentada para garantizar la saturación y comprensión en el análisis de los resultados. Los instrumentos se aplicaron a 223 docentes y directivos docentes. Los instrumentos fueron entrevistas semiestructuradas y análisis de 137 documentos, para dar completitud al abordaje de la problemática desde sus campos del conocimiento y las consecuentes acciones de intervención de forma colaborativa. Los hallazgos de esta investigación permiten afirmar, entre otras conclusiones, que para los docentes las preferencias hacia la construcción de actitudes deseables e indispensables son respeto, participación y honestidad, siendo la unidad de análisis con mayor potencia interpretativa por la cantidad de relaciones intracategorías e intercategorías. Los mayores propósitos curriculares declarados fueron los relacionados con las competencias ciudadanas integradoras, sin embargo, para lograrlos es requisito previo el desarrollo y articulación de las competencias cognoscitivas, emocionales, comunicativas y de conocimiento para responder a los desafíos de la ciudadanía. El liderazgo educativo mostró fortalezas en la formación de ciudadanía en cuanto a direccionar acciones y recursos, además de unificar criterios institucionales. Para el mejoramiento en los desempeños de competencias ciudadanas se debe fortalecer la formación de los docentes y directivos docentes en estrategias para el desarrollo y la promoción de los tipos de competencias emocionales, comunicativas, cognitivas y cognoscitivas y fortalecer la sinergia rectora- docentes a partir de la gestión de las prácticas: establecer una dirección, desarrollar al personal, rediseñar la organización y gestionar los programas de enseñanza y aprendizaje. Para inspirar una visión conjunta la estrategia colaborativa y práctica de liderazgo ¿el amor es el primer paso para la educación¿ pretendió influir sobre las emociones y convocar a la acción de los profesores y la comunidad educativa.The present study seeks to establish the incidence of educational leadership to strengthen the citizenship skills of students through an improvement plan such as a collaborative strategy of curricular intervention, in the face of critical situations of coexistence that affected the school climate and learning in the context of the new normality of the post pandemic at the Colegio General Santander IED. An Educational Action Research was implemented in which the data is analyzed through the grounded theory to guarantee saturation and understanding in the analysis of the results. The instruments were applied to 223 teachers and school principals. The instruments were semi-structured interviews and analysis of 137 documents, to complete the approach to the problem from their fields of knowledge and the consequent collaborative intervention actions. The findings of this research allow us to affirm, among other conclusions, that for teachers the preferences towards the construction of desirable and indispensable attitudes are respect, participation, and honesty, being the unit of analysis with the greatest interpretative power due to the number of intra-category and inter-category relationships. The major curricular purposes declared were those related to integrative citizenship skills; however, to achieve them, the development and articulation of cognitive, emotional, communicative, and knowledge skills are prerequisites to respond to the challenges of citizenship skills. The educational leadership showed strengths in the formation of citizenship in terms of directing actions and resources, in addition to unifying institutional criteria. To improve the performance of citizenship skills, the training of teachers and teaching managers in strategies for the development and promotion of the types of emotional, communicative, cognitive science and cognitive skills should be strengthened, and the rector-teacher synergy should be strengthened based on practice management: setting direction, developing staff, redesigning the organization, and managing teaching and learning programs.
