description This paper analyzes how eight Brazilian Northeast’s coastal capitals has structured themselves to deal with socio-environmental issues, aiming to comprehend the transformations they faced and identify their progress and limitations. Simultaneously, it also tries to map the levels of articulation with society and/or strengthening of socio-environmental governance during the first two decades of the twentieth-first century. To examine this issue, we worked with official data available at government agencies’ websites. This allowed us to build our analysis on a systemic, multi-referential, historical, institutionalist and pluralistic perspective on the environmental management mechanisms applied by the studied cities. The results reveal their diversification of management offices, mechanisms and processes. The proposed approach also contributes to the reflection on the challenges faced by the articulation between government and society in search of living conditions enhancement, indicating the concerns as to its incipient stage regarding the mobilization towards 2030 Agenda and emphasizing the potentialities of governance models in a country signatory to the Global Compact.

La opción metodológica es la de trabajar con datos oficiales disponibles en las páginas electrónicas de órganos públicos. Esta metodología hace posible construir análisis con perspectiva sistémica, multirreferencial, histórica, institucionalista y pluralista, acerca de los instrumentos direccionados para la gestión ambiental de las ciudades estudiadas. Los resultados revelan la diversificación de órganos gestores, instrumentos y procesos establecidos en las ocho ciudades estudiadas. El abordaje presentado contribuye para reflexionar sobre los desafíos de la articulación entre poder público y sociedad, considerando el mejoramiento de las condiciones de vida, apuntando, de un lado, preocupaciones sobre la incipiente movilización relacionada con la Agenda 2030, de otro, la potencialidad delos modelos de gobernanza en un país signatario del Pacto Global.Este artigo analisa o modo como as oito capitais litorâneas do Nordeste do Brasil têm se estruturado para tratar das questões socioambientais, no sentido de entender as transformações e apontar os avanços e as limitações, procurando mapear os níveis de articulação com a sociedade e/ou fortalecimento de mecanismos de governança socioambiental, durante as duas primeiras décadas do Século XXI. A opção metodológica é a de trabalhar com dados oficiais disponíveis em sites de órgãos públicos. Esta metodologia possibilita construir análises numa perspectiva sistêmica, multirreferencial, histórica, institucionalista e pluralista sobre os instrumentos direcionados para a gestão ambiental das cidades estudadas. Os resultados revelam a diversificação de órgãos gestores, instrumentos e processos estabelecidos nas oito cidades.
