The availability of competitive rail infrastructure makes possible the progress and economic and social growth of countries, their territories, regions and cities. However, its development in Colombia is still scarce. The objective is to make a reflection about the strategies that allow the development of the railway infrastructure in the country. The methodology consists of a synthesis of the development and current figures from governmental entities; the perceptions of experts in relation to current problems; and the applicable regulatory and public policy instruments. Based on these elements, a proposal of strategic pillars for the development of railroad infrastructure in Colombia is formulated. It is concluded that regulations and public policies are necessary to enable the implementation and development of the proposed strategies, which are in line with the most recent vision of railroad development proposed by government authorities. |

Sin embargo, su desarrollo en Colombia aún es escaso. El objetivo es hacer una reflexión acerca de las estrategias que permitan el desarrollo de la infraestructura férrea en el país. La metodología consiste en una síntesis del desarrollo y de cifras actuales provenientes de los entes gubernamentales; de las percepciones de expertos con relación a las problemáticas actuales; y de los instrumentos normativos y de política pública aplicables. A partir de estos elementos, se formula una propuesta de pilares estratégicos para el desarrollo de la infraestructura férrea en Colombia. Se concluye que son necesarias una normativa y políticas públicas que permitan la puesta en marcha y desarrollo de las estrategias propuestas, que se muestran concordantes con la más reciente visión de desarrollo ferroviario planteada por las autoridades gubernamentales.A disponibilidade de uma infraestrutura ferroviária competitiva permite o progresso e o crescimento económico e social dos países, dos seus territórios, regiões e cidades. No entanto, o seu desenvolvimento na Colômbia ainda é escasso. O objetivo é refletir sobre as estratégias que permitirão o desenvolvimento da infraestrutura ferroviária do país. A metodologia consiste numa síntese da evolução atual e dos números dos organismos governamentais, das percepções dos especialistas em relação aos problemas actuais e dos instrumentos regulamentares e de políticas públicas aplicáveis. Com base nestes elementos, é formulada uma proposta de pilares estratégicos para o desenvolvimento da infraestrutura ferroviária na Colômbia.
