For this, the genesis of the concept of development is exposed. Then the reflection continues around two major themes, economic growth and development. It then continues with two interesting debates, one referring to social reality and development, and the other to the relationship generated between development and human development. In addition, it seeks to discern about the relationship between human development and human rights. It is concluded that without the guarantee of human rights, it is inadmissible to speak of human development and that, without human development, what exists is an institutionalization of the violation of human rights.el presente artículo se trazó como objetivo hacer una reflexión acerca de dos temas de gran impacto, trascendencia e importancia social: el desarrollo humano y los derechos humanos. Para ello, se expone la génesis del concepto de desarrollo. Se continúa luego la reflexión alrededor de dos grandes temas, el crecimiento económico y el desarrollo. Se continúa luego con dos interesantes debates, uno referente a la realidad social y el desarrollo, y otro a la relación generada entre el desarrollo y el desarrollo humano. Además, se busca discernir acerca de la relación existente entre desarrollo  humano y derechos humanos. Se concluye que sin la garantía de los derechos humanos, es inadmisible hablar de desarrollo humano y que, sin desarrollo humano, lo que existe es una institucionalización a la violación de los derechos humanos.O objetivo deste artigo foi refletir sobre duas questões de grande impacto, transcendência e importância social: o desenvolvimento humano e os direitos humanos. Para isso, expõe-se a gênese do conceito de desenvolvimento. Em seguida, a reflexão continua em torno de dois grandes temas, crescimento econômico e desenvolvimento. Em seguida, prossegue com dois interessantes debates, um referente à realidade social e desenvolvimento, e outro à relação gerada entre desenvolvimento e desenvolvimento humano. Além disso, busca discernir sobre a relação entre desenvolvimento humano e direitos humanos.
