description This paper aims to address, from the political ecology of water, the conflict between La Pampa and Mendoza Provinces, Argentina, over the Atuel River, before the onset of extractive activities such as fracking. We use the concept of hydrosocial cycle, which considers how society takes part in water circulation. The aim is to analyze the most significant events in the last 40 years of the hydrosocial cycle (1978–2018) and the proposals to settle the conflict. The method used is qualitative and starts by applying the Dagwood Sandwich method from historical geography, which addresses a central theme by periods. For data collection, we employ interviews and literature review. The results obtained help identify the extraordinary complexity of the extractive processes in the Atuel sub-basin and the participation of new agents such as transnational capital and socio-environmental committees. In conclusion, these provinces, especially La Pampa, need to consider new agents and actions linked to extractive activities and their influence on the conflict and its possible resolution.

Se utiliza el concepto de ciclo hidrosocial, el cual considera cómo interviene la sociedad en la circulación del agua. El objetivo es analizar los hechos más trascendentales en los últimos 40 años del ciclo hidrosocial (1978-2018) y las propuestas de arribar a una solución al conflicto. La metodología utilizada es de carácter cualitativo y parte de la aplicación del método del sándwich de Dagwood, propuesto desde la geografía histórica, el cual consiste en el trabajo de un tema central a través de períodos de tiempo. Para la recopilación de información se trabajó con entrevistas y revisión bibliográfica. Los resultados obtenidos condujeron a la identificación de una profundización de la complejidad de los procesos extractivos en la subcuenca del Atuel y la participación de nuevos actores como el capital trasnacional y las asambleas socioambientales. Como conclusión, se expone la necesidad, sobre todo de parte de La Pampa, de considerar la presencia de nuevos actores y actividades vinculados a actividades extractivistas y su influencia tanto en el conflicto como en sus posibilidades de resolución.O presente trabalho propõe-se abordar, a partir da ótica da ecologia política da água, o conflito entre as províncias de La Pampa e Mendoza, na Argentina, pelo rio Atuel, perante o início das atividades extrativistas como o fracking. É utilizado o conceito de ciclo hidro social, o qual considera como a sociedade intervém na circulação da água. O objetivo é analisar os acontecimentos mais transcendentais nos últimos 40 anos do ciclo hidro social (1978-2018) e as propostas para se chegar a uma solução para o conflito. A metodologia utilizada é de caráter qualitativo e parte da aplicação do método do sanduíche de Dagwood, proposto a partir  a geografia histórica, o qual consiste no trabalho de um tema central através de períodos de tempo. Para a compilação das informações, trabalhou-se com entrevistas e revisão bibliográfica. Os resultados obtidos permitiram identificar um aprofundamento da complexidade dos processos extrativos na sub-bacia do Atuel e a participação de novos atores como o capital transnacional e as assembleias socioambientais.
