description Urban land rent is one of the main attributes of the housing market that enable public space management. This paper evaluates the effect on urban land rent in the Chapinero district (Bogotá, Colombia) of using Decree 120, 2018. This decree is an instrument that enables the development of collective facilities in any area of the city, even where the currentregulations do not allow it. This involves a change in the usage and, in some areas, an increase in the maximum buildability, thus generating a higher land value and influencing the rent calculation. The determination of the differential rent consisted of a property and regulatoryanalysis and the application of the residual and market comparison methods for determining commercial real estate values and thus determining the changes in land values before and after the regulatory instrument. Consequently, land management based on the development of collective facilities in different areas of the city is an opportunity for owners or developers, both public and private, to implement this type of use, thus improving the conditions of the right to the city of the inhabitants in general through the satisfaction of basic needs complementary to housing and the enjoyment of collective spaces for public use.

Este artículo evalúa el efecto sobre la renta del suelo urbano en la localidad de Chapinero, Bogotá, Colombia, empleando el Decreto 120 de 2018, instrumento que posibilita el desarrollo de equipamientos colectivos en cualquier zona de la ciudad, incluso en las zonas donde las normas vigentes no lo permitían; lo que implica un cambio de uso y en algunas zonas, el aumento en la edificabilidad máxima, generándose así un mayor valor de suelo e incidiendo en la formación de renta. La determinación de la renta diferencial consistió en el análisis predial, normativo y la aplicación de los métodos residual y de comparación de mercado para la determinación de valores comerciales de bienes inmuebles, empleados para determinar los cambios en los valores del suelo antes y después del instrumento normativo. Consiguientemente, la gestión del suelo a partir del desarrollo de equipamientos colectivos en diferentes zonas de la ciudad es una oportunidad para que propietarios o promotores, tanto públicos como privados, implementen este tipo de uso, mejorando las condiciones de derecho a la ciudad de los habitantes en general, mediante la satisfacción de necesidades básicas complementarias al habitacional y el goce de espacios colectivos de uso público.Renda do terreno urbanos é um dos principais atributos do mercado imobiliário que permite a gestão do espaço público. Este artigo avalia o efeito no arrendamento de terrenos urbanos na cidade de Chapinero, Bogotá, Colômbia, utilizando o Decreto 120 de 2018, um instrumento que permite o desenvolvimento de instalações colectivas em qualquer área da cidade, mesmo em áreas onde a regulamentação actual não o permitia; o que implica uma mudança de utilização e, em algumas áreas, o aumento da área máxima edificável, gerando assim um valor de terreno mais elevado e afectando a formação do arrendamento. A determinação da renda diferencial consistiu na análise da propriedade e da regulamentação e na aplicação dos métodos de comparação residual e de mercado para a determinação dos valores imobiliários comerciais, utilizados para determinar as alterações nos valores dos terrenos antes e depois do instrumento regulamentar.
