description This paper examines the course of events that created the current framework of the universities in Latin American and Caribbean in the late XXI century. This study arose from research conducted in the group HISULA, which has established a network of Latin American researchers who have reflected upon the university during 24 years. The aim of this study is to recognize the contribution of these research works from a diachronic vision of the university reality. In this context, we relied on the social history of education method, the paradigm developed by SHELA, and the prospective method. The first stage of this research focused on defining the present positioning of Latin American universities. With this purpose, we carried out a review of the major influences that have led to the current state of higher education institutions in the Latin American and Caribbean continent, from the different market contexts that point to globalization versus knowledge society, mediated by innovation. Second, it is located in the predominant curricular trends that influence learning and innovation processes and the role of technology evolution in the paths undertaken by Institutions of Higher Education in Latin America and the Caribbean.Third, we analyze the opinions and ‘imaginaries’ of the directors of the Universidad Pedagogica y Tecnologica de Colombia, through five factors analysis, as a sample of regional university in Colombia. Research strategies focused on document review, such as legislation, reports, and interviews with UPTC directors who envisioned the institution from policies on quality and research, but did not present hypotheses about the future of the University;. Their concern focused on meeting the requirements arising from state regulation of the education sector. It is concluded that the market economy goes against the essence of the university as a public service for society, and ICT in teaching and learning processes have failed to spread humanistic education. The great challenge is to make the transition from institutional identity towards the identity of a Latin American and Caribbean university.

Este estudio surgió de las investigaciones realizadas en el grupo de investigación HISULA, que ha consolidado una red de investigadores Latinoamericanos que vienen pensando la institución universitaria desde hace 24 años. Se busca reconocer el aporte de las investigaciones  desde una visión diacrónica de la realidad universitaria. En este contexto se inscribe el método de la historia social de la educación, en el paradigma desarrollado por SHELA, y el método prospectivo. La primera etapa de esta investigación, se centró en ubicar el presente de las universidades Latinoamericanas y para ello se realizó una revisión de las principales influencias que han llevado al estado actual de las Instituciones de Educación Superior, en este continente latinoamericano y del Caribe, desde los diferentes contextos del mercado que apuntan a la globalización versus sociedad de conocimiento mediado por la innovación. Segundo, se ubica en las tendencias curriculares predominantes que influyen en los procesos de aprendizaje, innovación y el papel de la evolución de la tecnología en los caminos que ha emprendido  las Instituciones de Educación Superior en América Latina y el Caribe. Tercero, se analiza las opiniones e imaginarios de los directivos de la UPTC, a través de cinco factores de análisis, como una muestra de universidad regional en Colombia. Las estrategias de  investigación se centraron en revisión documental, legislación, informes, y las entrevistas a los directivos UPTC, quienes vislumbraron la institución desde políticas sobre la calidad y la investigación, pero no presentaron conjeturas respecto del futuro de la Universidad, sus apreciaciones se remitieron a responder a las exigencias que provienen de la normatividad proveniente del Estado en el sector de la educación.  Se concluye que la economía del mercado va en contravía del deber ser de la universidad como bien público al servicio de la sociedad y las TIC en los procesos de enseñanza aprendizaje no han logrado vehicular la formación humanística. Ele visa reconhecer a contribuição das pesquisas a partir de uma visão diacrónica da realidade universitária. Neste contexto, se inscreve o método da história social da educação no paradigma desenvolvido por SHELA, e o método prospectivo. A primeira fase desta pesquisa ocupou-se em localizar o presente das universidades latino-americanas e, para isso, se produziu uma revisão das principais influências que tem levado ao estado atual das Instituições de Ensino Superior no continente latino-americano e no Caribe, a partir dos diferentes contextos de mercado que indicam para a relação “globalização versus sociedade do conhecimento” mediada pela inovação. A segunda fase, se ocupa das tendências curriculares predominantes que influenciam nos processos de aprendizagem, inovação, e do papel da evolução da tecnologia nos caminhos que as Instituições de Ensino Superior na América Latina e no Caribe tem trilhado. A terceira fase é a análise das opiniões e dos imaginários dos gestores da UPTC, através de cinco categorias de análise, como uma amostra de universidade regional na Colômbia. As estratégias de pesquisa são a revisão de documentos, legislações e informes, e entrevistas com gestores da UPTC que abordaram a instituição a partir das políticas para a qualidade e para a pesquisa porém, sem apresentar conjecturas sobre o futuro da Universidade. As opiniões se destinaram a responder às exigências decorrentes dos regulamentos emanados pelo Estado para o setor educacional. Conclui-se que a economia de mercado vai de encontro ao dever ser da universidade como um patrimônio público a serviço da sociedade, e as TIC, nos processos de ensino-aprendizagem, não tem sido exitosas em promover a educação humanista.
