Dichas acciones fueron insertadas en el texto constitucional de manera muy general y difusa, por lo tanto, se hizo necesario desarrollarlas mediante una ley. La ley 472 de 1998 reglamentó aspectos particulares de las acciones de grupo y el procedimiento que se debía seguir para su aplicación.
