The questions mentioned will be responded with the theoretical and methodological guidelines that frame this type of study as well as institutions based perspectives in which they operate. Incorporating, incidentally, the role that plays Andean political elite, with their attached values in the consolidation of democracy in the region. Role as evidenced in his opinion, attitude, and value towards political objects.¿Cómo influye en la consolidación de la democracia la opinión de la elite política? ¿Cuáles son los significados y valoraciones que la elite hace respecto del régimen político y sus instituciones? ¿Supone, lo anterior, un referente de orientación política para los ciudadanos? El presente trabajo, desde una perspectiva descriptiva-comparativa se fija como objetivo, dar cuenta de la influencia que tiene la elite política en la consolidación de la democracia, y de los significados y valoraciones, que éstas hace del régimen político y sus instituciones. A partir de los lineamientos teóricos y metodológicos que amparan el estudio de las mismas, así como de los que se preocupan por las instituciones en las que éstas se insertan, se dará respuesta a los interrogantes arriba señalados. Incorporando, de paso, el papel que la elite política andina juega, con sus valoraciones, en la consolidación democrática de la región.
